Rue is the youngest tribute selected to participate in the Games and comes from District 11. During the Games, she and Katniss form an emotional partnership that will end in tragedy... They become allies because Katniss can't help thinking that Rue is as delicate and powerless as her sister, Prim, but soon she finds that Rue is very intelligent and able to survive without much help.
